This issue may occur either if the smart card reader driver does not correctly start certificate propagation service or smart card driver is not installed or up to date.

I would suggest you to try following methods and check if it helps.

Method 1:
Please start certificate propagation service and check. Please follow these steps.

a. Press Windows + X keys and click command prompt(admin).

b. In command prompt, type the following command and press Enter.

net start certpropsvc

c. Close command prompt.

If it does not help, use method 2.

Method 2:
Update smart card driver and check.
